Inland or Outland?!

Hi everyone, hope you are all keeping safe. I am new to this and trying to figure out what to do in the midst of this crisis is crazy.

So... to begin..
I am a Canadian citizen with a NZ partner currently on a working holiday in Australia that expires this coming July.

We had planned to go to NZ but that is not happening now and have decided to settle in Canada. With that being said, I’ve looked at the options of inland or Outland.

My partner has come to Canada on a working holiday a year ago (that’s how we met) so he can’t do that again. We have plenty of proof of our relationship and identify as common law.

My Aussie visa ends in July so I would have to return to Canada. If he can come with me on an ETA visa can we apply inland or is that not allowed? We would apply for an OWp as well. If we go this route, can my partner take a DZ driving course while he waits for his work permit? (He has the equivalent in Aus but it won’t transfer) he wants to be a truck driver/labourer here. Worth noting he has a SIN and an Ontario lisence from his precious time in Canada.

now Outbound he can stay in Aus, keep his current job here and workuntil he gets approved and then come to join me in Canada. Downside would be we are apart for who knows how long and how do you apply for outbound showing you are coming back with no job offer ? (I would stay with my parents)

Just not sure what is the best option really especially with all this uncertainty.

If he is able to travel to Canada, yes, he can apply inland with an OWP. https://www.canada.ca/en/immigratio...es/study-canada/study-permit/eligibility.html

You don't need a job offer to prove your return. Even if you applied today, given the fact that you are returning to Canada in July, long before the app is approved, you would just update IRCC after you return.
