Yes, it IS required, which is why it's listed on the Document Checklist. ;)

It all depends on the CIC clerk that opens the application to check for completeness, before issuing AOR, as to whether or not s/he accepts it without the medical.

Back to Medical Exam issue, I called to one doctor of Physician Panel, she said it takes 7-10 days. She said they will send eresult to CIC not me! so my question is that what I should put in my application then?

i'd argue there was probably more missing from those applications than ONLY the medical (though those facts can be hard to prove on this forum). most of the cases i've read about where the medical was not submitted upfront with an outland application, the visa office requested it down the road while the application was being processed, and it did not delay sponsor approval at all. the outland SA letter even gives instructions about how to send it to the visa office if it was not submitted up front. they are certainly lenient about this with outland applications as well.

The applicant doesn't get the result. You get a paper/receipt, which you then include in the application.
 
so can I send my application without receipt? Because then they will be updated by the doctor?

No, you need to send the receipt with your application so that CIC can link the results with your file.
 
After calling all phanel physician in GTA, I found the earliest time on Monday afternoon.
Exactly now, I heard from radio that Canada Post will stop working at Sunday night! So I am wondering whether I can send my application today without my Medical Exam test and update them later?

If you send in your application without your Medical Exam receipt you will only be told that you need to send in your Medical Exam receipt. Sending in your application without the Medical Exam receipt will only slow down your application.

Wait until you have done your medical, been given your receipt with barcode, then send your application in via courier (FedEx/Purolator). It costs a bit more, but it's worth it in peace of mind.
