Inland family sponsorship from Pakistan

My niece is a Canadian citizen since 2009. She stayed here from 2005-2010. and went back home (Pakistan). She stayed there for 2 years and came back in September 2012. She Joined UTM for a semester and went back in Dec. 2012. She got married there (only Nikah is done i.e.marriage certificate is signed) but reception part will be held in Dec. 2013. She still lives with her parents. Hope you understand that she is not living with her husband. My questions are:
1. Can she start the process of family sponsorship from Pakistan. As proof of marriage she has photographs of the function and the marriage certificate only. She is not in contact with the guy as per her family rules/traditions, so there is no proof of e-mails or phone calls.
2. Her husband is a student of MS. Engineering. He also does a job.
3. She is studying in a university and has no job.
4. What do you advise? Should/can she apply now as she is interested in doing so or after her marriage in coming December.

Your subject topic indicates this is an Inland Sponsorship where both parties must be IN Canada, living together. However, I'm confused as to where they both are because it sounds like she's still in Pakistan. Please clarify.

Sorry I made a mistake by writing "inland family/spousal sponsorship". Both the bride and groom are in Pakistan and both are studying while the guy is doing job too. My question is that, can a girl apply for sponsorship while staying in Pakistan and what are the requirements for that.

Since she is a Canadian citizen, she can sponsor while she is living in Pakistan. But from the info given, the application will be rejected. She should wait until the reception is done and she is living with her husband. Just a nikah when she has had no contact with the guy since then won't be good enough.
