Umm on a new check list that they updated on January 2014 ....says to send the application package to Mississauga address...

Yes, as of Jan 15, inland applications no longer goto Vegreville, but now goto CPC-M instead:

Yes, CIC changed it.

When I posted here in the morning on 15th January, CIC still showed that applications should have been sent to CPC-V. And then, CIC changed the address from CPC-V to CPC-M and updated their website.

I've already sent a personal message to messenger about this change and he understood it.
