Hi, I'm an inland applicant.
First stage approved on Jan 2,
waiting for pr status now.

I know CIC says second stage takes 8months,
but I've seen some people got it after 2,3months,

Just wondering those people are special, just got lucky,
or in general?

The 8 months is how long it can take. Your right a lot of people I have seen on here have been a much shorter time. More like 2 to 3 months or less.

It really depends on how straight forward your case is and whether you sent all the information at the beginning, when you made the application. People's applications which take longer is because things need to be requested, such as medical, police check and people who the CIC require an interview to check the relationship or something else about the person being sponsored.

If nothing needs to be requested and no interview required, then yours should not take anywhere near 8 months. (The 8 months is based on last years applications).

Are you saying that it is possible to land and become a PR in less than a year? What do you mean when u said the 8 months is for the last two years applications?
