I have similar issue, as I am currently on a post graduate open work permit that expires May 2019. I didn't apply for OWP with my PR, and I am now thinking I may not receive AIP in time. How can I do it by paper? I also read that the rule may change soon. Should I apply in December, 5 month in advance?
I think you should apply in December. Because november 2017 applicants are now receiving their landing interviews. So, all in all it could take a year easily.

And which rules might change?

after I filled out imm5710 for OWP and tried to print it, the security setting showed that Printing is NOT allowed? I tried different computer, different browser and none worked.

Hello meowmeow123! My husband and I had the same issue earlier this week! We found out some devastating news last weekend... the immigration consultant that we had paid for did not consult us properly... we sent the PR documents back in August but not the OWP ones... so last week we filled out all the documents and couldn't print them either!! I tried at work and at Staples but it just wouldn't print! I managed to get through to an agent at CIC and was told that there is a major problem with the English version of the form and you cannot print it from any browser! Fortunately the agent on the phone said we can fill out the French version and attach it with a cover letter explaining that there is a technical issue on their on-line platform. We also attached another explanation letter stating that we had been badly advised from a consultant and asked if they could kindly expedite our file. Thankfully I'm fluent in French, so we filled out this form and sent it on Thursday. But another frustrating roadblock; Canada Post is on strike so it's not scheduled to be delivered until November 26th.
Regardless, at least it's paid for and sent. Fingers crossed that we will get a response ASAP. I suggest you fill out the form in English and then just copy/paste into the French form if you don't understand.

Have a question. We got our medical test done on 12th November but the clinic we got our tests done mentioned that they did not upload the results yet since the blood work was sent to public health and might take a week to 10 days. Is this really the case that the blood work will be sent to public health?

OWP rule is scheduled to expire on Jan 31st, I read. We don't know if government would extend...

I had this problem for a bit until I figured they were using my old passport info (which one still have a valid canadian visa, from before I become visa exempt). So if you have had an old passport which you have used to enter in Canada, then try to link your app with it.

Also check in you app copy (if you have saved a copy for future conference) if all your personal info is correct (names, dates...) without misspelled words. Use names and dates exactly as written on your passport.

Otherwise, you can ask about via webform, they can give your OWP app number.

Hi @pr2018_ct !

No, in general they only ask for medicals if you have manifested intentions to work with health services, child care or education. But many of us are getting medical request early and owp after medical passed. We know pr and owp are different app and are processing separately, so it might be just a coincidence.

Has anyone been denied the OWP? If so, what was the reason?
I am a teacher and I thought maybe that was why they were asking me for my medical BEFORE they granted the OWP but if I understand correctly those are two different offices that handle that.
