In October was the last time we sent the application in. In March it was received in May my husband got his OWP. In June his daughter went to do her medical in Jamaica he did his in July. September he was asked for a background declaration and police clearance certificate. We've sent off for the PCC however at this moment customs Canada is holding the documents and telling us an agent is reviewing to see if the documents can be admitted into Canada. We only have a limited time to get this info to cic. I'm trying not to be worried or stress because I know he has a clean record.
I also suggest that you contact the Consulate/Embassy/Mission of Jamaica in the province you reside. Inform them that the PCC is being "held up" at Customs and ask them if you can request that the PCC be sent to their mission for you to pick up there. If they agree you can then request that Customs forward the PCC there so you can pick it. That should work.
