They may not have the new rules in effect at that point. I'm also impacted by it, as I'd have been eligible in October. This now means I have to wait until 2017 or 2018. In addition to discounting pre-PR time the definition of "residence" has also changed. The emphasis is now strictly on physical presence. Since my work involves working with clients all over the world, time that I'm away bringing in revenue to the Canadian economy doesn't count.
Canadians may pat themselves on the back for being fair and open and inviting, but the immigration system sure isn't a reflection of those ideals.
