I'm very sorry for your family's loss. Unfortunately, I think it's luck of the draw whether an applicant can re-enter the country while an inland application is being processed. I've read instances of people being refused at the border (from a visa exempt country like the U.S., even when traveling with their Canadian citizen spouse). I had to leave Canada briefly during my application, and returned with no problems. I had flown to an airport near the border and had my husband pick me up, and we returned to Canada together.
I think success depends on the mood and understanding of the border agents. Hopefully your husband will have no problems returning.
