This is huge news and I dont understand why people are not talking about it yet, my only guess is that they don't know about it!

There are already several threads on this forum on this topic. We first heard about it a few weeks ago.

I think caution still needs to be exercised as there is still no official word by CIC and we do not know any of the detail about who would benefit or be included in this given its just a pilot. I fear there will be many unhappy inlanders who may not be included in this pilot if it does go ahead.

Yes I really hope the CIC make a statement soon as many of us want to know, This is a huge change and I know there will be a lot of processes and guidelines to follow before they even release it.

I agree. I think this is a great step forward for inland processing (if found to be true), and I think it's important to remain realistic about expectations since there is NO information about specifics. ie: when does it start, who does it actually affect, how long will it take, who gets what "first"? there are a lot more questions than answers right now, and for all we know, that little blurb mentioning this on the CBC site could be referencing the new express entry option, not the inland backlog and CBC is reporting it incorrectly (big shocker). I really hope it's a sign for a new change for inland, I just haven't seen proof from CIC anything is forthcoming.

Until something ACTUALLY starts happening to the backlog of inland applicants, it's not wise to get too excited about something that most likely will not roll out as "expected". If the "plan" is to start Jan 15, then it's still going to be a little while before CIC releases information about it, and even longer for the changes to actually be SEEN. Generally, I think they announce changes around the same time they actually go into effect, or am I wrong about that?

Here's my theory:

IF this in fact makes it out of the CIC `laboratory', it will be one of these:

1. Everyone that already has AOR and had included an OWP with their Inland application, will suddenly receive an OWP, along with a form letter from CIC detailing the new policy. THIS would be the best option, for obvious reasons.

2. Same as above, but for those that did NOT include an OWP, they will be notified that they can now apply for OWP.

OR (and I have a gut feeling that #3 will likely be what CIC does)

3. CIC will announce that "Effective [future date], all Inland applicants that include an OWP will receive their OWP after they have AOR"

This would be followed by a bunch of jargon, about how the backlog is too big to provide OWP for all those that already have AOR (but not AIP), blah blah blah.

I have a bad feeling it won't include out of status people. I am loosing hope right now on my application overall

If it is Option 3 that will be soul destroying, it clearly makes sense to go with Option 1..

And probably rather unfair to be honest. I cant imagine how angry I would be as an inland applicant if that happened.

It's not a matter of making sense. It's a matter of how CIC plans to do this.

If they are so behind with the Inland application stream, imagine how many OWP they are going to have to process! Who is going to do that?!?!

Don't be surprised if they implement this pilot program to take effect for those yet to apply. In this way, `they' are trying to fix the problem...in their eyes. They may figure that those that already have AOR "should have AIP soon, so we won't worry about those people."

Obviously, I hope that they do in fact choose option 1.

Well, it should, since a person without status can still submit an OWP with an Inland application. The OWP wouldn't restore their status, but they would still be eligible for the OWP once they have AIP. But...CIC may choose to disqualify a person without status for this pilot program.

Actually unlike you think, CIC has communicated back and forth with the Facebook group today, they are not so secretive. The office confirmed details will be posted on CIC website this week and all FCH files pending in the system will receive an email from CIC. I am not sure what FCH means and what that email will contain.
