Inland Applicant-File transferred from Missisauga to other VISA Office

Hi,
I applied for my 3 yrs old daughter under Family sponsorship for PR. Currently me, my wife & 6 yr old son are on PR status in Canada. My daughter is on Visit VISA staying with us in Canada. I had applied for her sponsorship from within Canada. I received an email from CIC asking for her medical to be submitted. I made an appointment with local authorized doctor here in Canada. Now today I received another email from CIC saying that her file has been transferred to New Delhi Visa office. I'm a bit confused as to why my daughter's file is transferred to a VISA Office out of Canada when actually she is with me in Canada.Also are there any implications.
Any help is appreciable.

Her application cannot be processed inland - it can only be processed through her home country visa office. This is the normal process for sponsoring dependents.

Yes - but you need to continue to extend her stay as a visitor to keep her status in Canada legal.
