From the news today. National immigration law conference - vancouver

Immigration Minister John McCallum said the long wait time for the processing of children, parents, and grandparents is unacceptable.

"The processing times have been extraordinarily and unacceptably high but because the inventories have been reduced, over the next year or two, those processing times will be coming down," he said.

To fast-track processing time, Canada is looking at its recent experience with Syrian refugees.

McCallum said if the ministry was able to process 25,000 Syrian refugees within four months, they may yet be able to cut down the wait times for the sponsorship of family members.

"We can transfer what they learned on refugees into doing it faster for families so that way we will increase the capacity of the department and it will be easier to address the family processing time issue," he added.

Hon John McCallum announced that conditional PR for spouses has ended @ #cbaimm16 yet again no evidence that the regulations amended. Unsure of effectivity date.

Yes i totally get that. But what im saying they should have re-entry passage program for the people with inland application that will give a 100% re-entry in canada as long as they have a good record. Hoping this one is to be part of their plans in changing immigration process.
There will NEVER be a 100% guarantee that any person who is not a citizen or PR, will be granted entry to Canada. This will not happen with this or any future government. Unless you are a citizen or PR, entering Canada at any time is a privilege, not a right.

What they could do is offer multiple-entry TRVs to anyone applying inland, whoever even having a valid visa in hand still doesn't guarantee entry. Of course with a valid visa the chance of being rejected entry is incredibly small.
