Initial PR card problem

I have my COPR and I have been waiting for my PR card since last year July. I got a letter today saying that I need to submit photos again to get the card, but I am not in Canada at the moment. Can I mail those documents/photos from India?

But the address they've written is a PO box of case processing centre sydney nova scotia and the courier people in India said they cannot send it to a PO box.
Do you know the address?
