My family has the same problem with PR card.
My mother arrived on Aug 15, 2021. She was asked by the immigration officer at the airport to update hew address the next day. Which she did. However, when she logs in to the same form she sees old address there (address outside of Canada). She used 'address notification' form originally. But now we have tried the 'change address' form, submitting web form, calling (after automated message it hangs up).

It has been more than 7 weeks. All other people we know go their PR after one month. I do not know what we are doing wrong. We followed all instructions... (sigh)
Next things to try is sending fax, and submitting Solemn Declaration.

I wish there was a physical office we could go to to clarify things. Online/phone options are not supported well.
If someone knows how to update address or what office to contact other than the options we tried already please let me know.
