Millions of people will qualify and there is only a few thousand visas they can give out. I think in India and China itself - there are a few million accountants who will qualify. So under Fast Track - they have raised the bar by streamlining the educations and work experience requirements to give an answer within 1 year and recruit skilled immigrants they think Canada currently needs most.
