Well - I really hope it works out for you.

In-process does not mean that you are waiting for medicals and everything is done. In process means that they are further reviewing the information provided by you in details in your local visa office. Also, attorneys will say anything to get business - thats their job. But if you look closely at the link of HRSDC - you will see that the stress is on CA/CGA/CMA or CPA. Try and get a second opinion in any case from a certified immigration consultant. Always ask the attorney for his standing in the list approved by CIC.

If they allow people with only a Bachelor's degree - they will be swamped by Accountant applications from all over the world. Millions of people will qualify and there is only a few thousand visas they can give out. I think in India and China itself - there are a few million accountants who will qualify. So under Fast Track - they have raised the bar by streamlining the educations and work experience requirements to give an answer within 1 year and recruit skilled immigrants they think Canada currently needs most.

In any case - Goodluck - and hope that they dont ask for Chartered designation or Master's Degree in your case.

This is what OP6 says
"Applications received on or after February 27, 2008, must be
eligible under Ministerial Instructions in order to be placed into processing. " page36

Doesn't this mean that they have started processing. By processing according to the above, it means you have fulfilled ministerial instructions.

Also

"the officer must not take into account whether the applicant meets the “Employment requirements”
description set forth in the NOC for the occupation(s) listed;"

Does this not mean education does not matter to the job as long as the duties are performed.

I am taking all this from OP6, which is a CIC document. I would go with what it says.

Can someone senior like PMM, Rupeshhari or Leon verify whether we need the qualification or not.

You are indeed right, but nobody exactly really knows on how each visa officer will interpret this. Under the new rules, experience is the main factor and you need to have one year or more to qualify.

For Accountants and Auditors (NOC 1111), you will need to have a Chartered Accountancy(CA) or similar (CPA, CMA, CGA) designation or a Master's Level qualification in Finance(Eg. MBA Finance, Master's in Finance etc) to qualify.
HELLO BRO, I APPLIED FOR MY WP ON POSITIVE LMIA IN NOC 1111 ACCOUNTANT AND I HAVE WES APPROVED BACHELOR OF COMMERCE AND MBA IN FINANCE BUT MY WP GOT REFUSED AND IT SHOWS THE REASON THAT YOU WERE NOT ABLE TO DEMONSTRATE THE JOB DUTIES THAT YOUR SEEKING OF MEANS THEY ARE SAYING THAT I AM NOT ABLE TO DO THE JOB DUTIES THAT MENTIONED IN LMIA AND JOB OFFER LETTER

I MA 100% SURE THAT MY JOB DUTIES ARE MATCHING WITH LMIA AND JJOB OFFER LETTER BUT I HAVE DOUBT THAT THEY WANT CA, CGA OR CPA QUALIFICATION AND THEY DONT CONSIDERED MBA DEGREE
