One of my friend with family is in Germany and had refugee status . There they found few difficulties because of language problem and now want to move in Canada. There Asylum case still in process and is there any law or anyway they can move to Canada and start again good life .

refugees programs are for who is in danger ,but not for who has few difficulties with languages.
they can apply for express entry program as immigrants if they qualify.

Here in germany the biggest problem is language because in germany people do not like the English and even when some one try to talk in English they are not giving reply . without language kids are not allowing to go to school . they need minimum three years for language school then can study in any school . without language no one ready to give the work.
if they are eligible for Canada then how can they apply .

The short answer is no - not at this time. At least not through a refugee / asylum application.

To claim asylum in Canada - they would either need to get visitor visas approved, travel to Canada and claim asylum once they arrive here. (Unlikely that will be feasible since visitor visas will almost certainly be refused due to their pending asylum applications in Germany.) Or - they need to be officially recognized by UNHCR as refugees and then referred by UNHCR for resettlement in Canada. If their asylum claims are already being processed by Germany, then UNHCR is not going to refer them for resettlement in Canada.

If they wish to come to Canada, their best bet is to apply for PR through an economic immigration stream like Express Entry that selects people based on their education, work experience, language abilities, etc. Details here:

Then they are not serous enough. They can study at home with a book. Just some basics of German language (which you can get within few months as German language is from the same family of languages like English), will give them possibility to get first manual jobs. Yes it will be the lowest paid jobs but still better than to sit at home.
Refugee system is not to give you s good life. Sorry that is up to you to get. It is just to give you basic safety. And that is what they got already.

Your friend shall stop sitting on his ass and start working hard for that good life to happen. It seems that he was doing nothing for at least a year or more (since to get asylum takes a bit as well). In the same time he would have been able to learn basics of German and then to go for anything for the start.
