I am a Canadian citizen currently on TN status in America.
My wife, a Pakistani citizen (she is not Canadian/permanent resident of Canada),
is currently living with me in America on a B2 visa.she has Canadian student visa because she was studying in Montreal, she was graduate student. she has completed one year of studies. I want to apply for her imigartion plz help me where should I start. does she need a new passport? because we have a marriage certificate translated in English but she have not changed her marital status on passport do we need that? or its okay to use the same opls passport.

If you're a Canadian citizen, and legally married to your wife, you can sponsor her.
If you want to start now, you can apply outland. If she has a visa valid for more than a year, you can ask that your application is processed by Ottawa - CIC might still decide to send it to Islamabad because she is from Pakistan, but it's always worth a try as Ottawa has a shorter processing time than Islamabad.

If you apply outland, you can stay in the US for the duration of the process, and move to Canada once the PR is granted.

If you want to apply inland, you both need to go to Canada first, and then apply, but I don't see why you would do that in your case, as Inland will likely be a longer process.

She can apply with her old passport, a lot of people do that, and it's not an issue. As long as you have a marriage certificate to prove that you're married, it doesn't matter that her name on the passport hasn't changed.

Go to CIC website, download the Sponsorship application package for applicants outside of Canada, read the guideline and start filling out forms, getting all things organised.

thank you for the reply. I started my application but there is no application package states inland or outland there is only one package I found states that" if your wife lives outside Canada" I am using that. while filling the application I found I need to submit "original option C printout" for most recent taxation year, what is it about? as I am working in U.S. what should I submit

You need to provide your last years taxes from Canada so they can see you aren't on any government assistance to be able to sponsor her.
You only need to be residing in Canada if you are a PR. If you are a citizen, you can sponsor your wife without residing in Canada, but you will have to prove that you will indeed be returning to Canada once the wife's visa is issued.

If the sponsor has not been residing in Canada in the last years and has not been paying taxes in Canada, he can still prove that he was not on welfare in the country of residence by providing any proof related to his employment.

oh thank u so much, yes I am Canadian citizen and I am not residing in Canada for last few years and therefore have not paid any taxes,I got worried about this "option C printout". it means I can show my job letters and pay stubs from U.S where I am working , is that ok? it will not effect my sponsorship?

Yes, you can show your pay stubs. And attach a letter explaining why you are not presenting an Option C. You should be just fine :)

more questions!!!!!!! :) what about the police certificate, does she have to get it from US or from Pakistan as she is here with me from last 6 and for letter I have to show should I mention in it that I am not paying taxes in Canada as I am not in Canada? does anybody have a format of such type of letter do share it plz.

She will have to get a police certificate from every country she has lived in for more than 6 months.

There is no special format for the letter clarifying the lack of an Option C. You just need to use your own words to explain that you are not a resident of Canada and did not file taxes in Canada, so you are providing proof about your income without the Option C.

If you are married, you don't need the statutory declaration of common law partner.

Your wife needs to fill the Additional Family form (IMM 5406) for herself. You don't need to fill it.

If your wife has no children or none that she might want to sponsor at a later date, she does not have to fill the Additional Dependents form (IMM 0008DEP).
