I am overseas at the moment for a job interview. My friend received a letter from the visa saying
they completed the initial assessment of my application and giving me details about the next step:
* medical examination within the next 60 days
* Police record: new/updated FBI within 90 days

Does that mean, they have accepted my language proficiency argument (as I did not do IELTS).

Thanks Shibuya. I am not sure about IELTS though. I heard they are strict since Jun 26th even for the applicants who applied before. I am wondering if they will ask me to write IELTS at a later stage or whether this is it and I have passed that part. If they ask me to write IELTS, I am probably going to forget Canada anyway, but nonetheless am curious about the process.

Hi Rupesh bhai,

With due respect (u r a senior) and as i am inexperienced (too visible)....following are my questions:

1) Even if they ask u to write IELTS, why would u forget Canada. You are so close why would u do that. These decisions wuld have significant repercussions.
2) Its strange that without IELTS you would be able to clear the process. but since u applied before 26/6...then rules were different I think. Now everyone is supposed to write IELTS..but that ws not the case earlier. Please correct me if i am wrong

Most probably, yes.

The way I read the steps in OP6, the visa office first verifies for completeness of the application and determines eligibility for processing at that V.O. in the specific category, sending out the AOR at the end of this step if the criteria are satisfied. Second, the officer at the VO goes through and checks the documents in detail for the 67 points first to determine if the application will be approved. If so, they go through the steps required to issue the visa which haven't been clearly outlined in OP6 but which seem to include the medical exam and background check. In order to complete the check to verify if you meet the pass mark, they would have had to check your language proficiency argument.

That all being said, note that a new OP-6 was issued today which I haven't yet read in detail.

Thanks OhCanadiana. very helpful. I will check OP6.

Inexperienced - (1) It is because I am quite in favor of returning to my home country rather than staying in the US or moving to Canada. When it comes to US vs. Canada, I am quite indifferent about US and Canada (perhaps now slightly favor staying in US a bit more). I do not have issues with getting a greencard and quite confident that this would be an easy process for me (I hope I am not sounding arrogant, that isnot my intention). The reason why I do not want to write the IELTS is that I just don't have time to write with my Phd, job search, etc.
(2) In general, those who applied bofore 26/6 did not have to do IELTS but could write a letter of proficiency. I wrote such a letter. However, when they started processing many of the applicants who applied before 26/6 but started processing after 26/6, they seemed to ask for the IELTS. I am of course, hoping that they did not ask me. According to my friend who received my letter, they did not ask it in that letter.

Chef - I have not done my IELTS. Pre 26/6 applicants could write a letter of language proficiency even though this was discouraged by CIC. I did write such a letter. However, even for those who wrote such a letter, CIC had been asking them to write the IELTS anyway. I am of course, hoping that they won't ask me to write the IELTS. I do believe I made a compelling argument to why I should not write the IELTS.

Unfortuntely, I think they can still ask me for IELTS even though they haven't asked thus far.

I think they decide whether someoen is pre26/6 or not using the application receive date. So you should be pre 26/6
