Hi,


I will be applying for PR by Sept 2014 under Canadian Experience Class category (CEC).I need help to understand what are the sequence of events to be followed regarding IELTS test & police clearance till the PR application is done

I will require to get police clearance from India & Dubai, U.A.E.
What are the procedures to get this from Dubai?
I have a relative in Dubai , can he apply on my behalf for police certificate? he will be in Dubai for maximum a month from now.

When should I do my IELTS & Police clearance?

What will be my status in Canada from the date of application till I get PR.

Please advice.

Hi PSC

I have been through painful and costly process of getting PCC from Abu Dhabi. Dubai follows same process.

1. Get your fingerprints from authorized agency in your province (Cost about $35 -$50).
2. Get the fingerprint form notarized, I did at local registry. (Cost about $25 - $50)
3. Send the notarized form to Department of Foreign Affairs, Trade and Development Canada (DFATD) to attest your fingerprint form and notary stamp (No Fee but you have to pay for mail, if you want it early use express post – I live in Calgary so it costed me $40). Time Frame 1-3 Weeks.
4. After receiving authorized form, you have to download form from UAE embassy website, and send the completed form with few copies of your document to UAE embassy in Ottawa to approve you request to obtain PCC from UAE. Cost – $50 -$75 + mailing cost. Time frame 1-2 Weeks.
5. Now you send you PCC request to relevant emirates in UAE – Courier cost to UAE is approx. $100 (Canada post doesn't deliver to UAE). As per the website fee was mentioned 35 USD in form of money order but later I got a call from office saying that they don’t accept money order and I have to send cash and if I want PCC back delivered by courier I have to pay for that else they will send it by emirates post which my take up to 2 months. I again send cash for fee + courier cost through courier costing me approx. $250. The guy who was handling my request went on one month vacation and after long follow up through phone calls, she finally sent me back my PCC after 2 months. My PCC was issued with 2 month old date and was valid for 3 month overall so I had just 1 month of validity left when I received it. When I called them on this issue they told me that delay happened because I didn't pay fee as the instructions so my file got delayed and they issue PCC based o date application as received. They asked if I want to renew it I have to repeat process 5 again. I sent my PCC right away to CIC explaining entire situation and they accepted it. Overall process costed me close to $500-$700 and 4 months.

Entire process is so stupid and time consuming that at one point of time I gave hope. I recommend to start working on this process so that you can get your PCC by time you have to submit your application in Sept 2014.

There can be quite a long wait to get a seat for an IELTS exam, suggest you book it immediately. Results are valid for 2 years, so definitely do this ASAP. If you find you are out of luck, you can try the other test option, the CELPIP....

Submitting an application for PR does not give you any status in Canada. You will still need a work permit to continue working in Canada until the application is finalized. After you apply, if your application passes the initial review and is accepted for proccessing, you will recieve an "AOR" - acknowledgement of receipt - at that time, you would be eligible to apply for a bridging open work permit, subject to the other eligibility requirements (residing in Canada, current valid work permit expiring within 4 months...)

I have just been through the process of obtaining a Dubai Police Certificate.

One thing that has changed is they no longer accept the ink & roll fingerprint form. It has to be electronic scan which is then printed. I had this done at my local Police Station as opposed to an authorized agency.

It took around 2 weeks to have all the attestation and legalization in Canada then another week in Dubai.

I will suggest that to get your finger prints attested by uae embassy and department of foreign affairs use the company international documentation. They got this whole back and forth process done for me in 2 days and cost almost the same as sending docs one by one to embassy and ministry of foreign affairs. It took me 2 weeks to get the pcc.

Hi guys,
I have to get PCC from UAE as well. Getting PCC through the procedures that Mandeep and UAE embassy states takes forever. Has anyone heard of Dubai police website E-service? They issue a PCC for 3 months for residents and non-residents. I know CIC website recommends exactly the same procedures as UAE embassy. Has anyone tried the online service? It seems to be a lot easier and more cost and time saving.

There is no short-cut to the process, if you held a UAE Residence Card at the time you were in the UAE there then you don’t need the Fingerprints.

The process took me 3 weeks.

I appreciate your response. I was student there and I remember I completed the finger print form in one of the police department for my student visa renewal but I have no record of that finger print with myself. Does this mean I don't have to go through the tedious process of getting fingerprints in Canada and validating it by Ministry of foreign affair and UAE embassy?
I have one more question if you don't mind. Was your PCC valid for 3 months only?

I would appreciate if someone answers this question
I am going to send my notarized and authenticated finger print form to UAE and have asked my friend to do the process in UAE on my behalf.
I am writing an authorization letter to him as it is instructed by UAE embassy in Ottawa. Does anyone know if I have to notarize that authorization letter or if I just sign and date it myself it will be enough?

Hi, once you get the police certificate from Dubai, does it need to be attested by ministry of justice and ministry of foreign affairs in Dubai? Does CIC accept it without attestation? Pls Help!!

No the police certificate doesn't need to be attested. only your fingerprints should go through that process
