Hi All,

I have read that we can apply for a temporary passport for the new born child outside Canada while submitting at the same time the application for the Canadian citizenship certificate (which may take up to a year).

My question,

While waiting to get the citizenship certificate to apply later for a child passport, is this temporary passport valid only to travel to Canada or it can be used to travel to other countries as well?

It is a normal passport with a limited validity (a year or two? I think). Which for infants doesn't make much difference since they have to renew at a certain age anyway.

I have some adult friends - citizens - who have had to get temporary passports (various reasons), no issues, normal passport with shorter validity.

[There's a different type of temporary passport that's issued only in emergencies and very short validity.]

Contact the Canadian embassy/high commission's CONSULAR (not visa) section to clarify how to proceed in country where the child is.

In general, usually, you'll apply (regular process) for citizenship certificate, and keep a copy with all supporting documents. You'll then apply via the consular section at embassy for the passport, including the copies of citizenship certificate application as evidence of citizenship.

As for which form: check with the consular section. probably the same form.

You'll include the foreign birth certificate to show parentage, the Canadian citizen's proof of citizenship, and the application to show you've applied for it. They issue the temp passport (pending the citizenship certificate) on basis that the child is a presumed citizen.

[yes this is a terrible kludge workaround because the citizenship certificate process takes too long. Although reportedly usually takes 3-6 months for cases of newborns in this situation, so not all that long. Just you don't know how long it takes.]

i’m in the same boat almost.

i didn’t realize that i need a visa or passport for my kid as the kid will have no issue staying in canada as american. but after reading these posts. I feel i need to apply for proof of citizenship and apply for temporary passport at embassy.

situation is i need to travel to canada in 2-3 weeks to canada with or wife and american baby. i have not applied for proof of citizenship yet. should i apply for proof of citizenship and apply for emergency passport before travelling to canada.

With USA passport the child can enter Canada on that passport. I'd suggest identifying at entry that the child is also a Canadian by descent but you've not yet got the paperwork. This is a bit of a special situation because US - Canada dual citizens can just use the US passport.

Apply for the citizenship certificate whenever you can.

From within Canada you probably will find that the kid will be recognized as a citizen for many purposes while waiting for the proof of citizenship. Just show birth certificate, parent citizenship, and if anyone asks for more info, copy of the citizenship certificate application. YMMV.

You can apply for a temp passport if needed, but again - not much of an issue with the USA passport.

Still considered a visitor for up to 6 months and technically can be refused entry like any other American. Not likely but still possible. You’ll need to extend visitor status if don’t get PR before visitor record expires. Depending on the province your child will not qualify for healthcare until they get PR. If that is the case buy emergency medical travel insurance so you have coverage for emergency care. You’ll need to pay out of pocket for routine care.

I want to know if there was any scenario as such in canada like mine where kid was. in same situation and got benifits.

I disagree with almost all of this (and bad and potentially expensive advice):

On basis of parent's citizenship and child's birth certificate (parentage), they will NOT refuse the child entry (citizens cannot be denied entry, and that information will be sufficient to show presumed citizenship (as long as parent can reasonably show that was born in Canada or naturalized).

-Repeat again: a child who can show presumed citizenship (as above: birth cert with parentage, parent's proof of citizenship, copy of citizenship cert app) will almost certainly be granted healthcare (possibly on temporary basis). That was NOT the case at hand. The case is of a child who IS a citizen.

Children of citizens are not guaranteed healthcare in the majority of provinces because children of PRs and citizens are assessed on their own circumstances not their parents like for WP and some SP holders.
I wrote MANY provinces. If you wish to parse the difference between many and majority, can you please do it somewhere relevant? Like a forum for language pedants?

See above. Check with province. But as a child with the docs above, should get recognized as citizenship by province on basis of documents I referred to.

Under section "Section 14, Representative" in the "Application for citizenship certificate for adults and minors" form, since I am filling out the form for my baby, will the officer processing the application consider me a representative in this case? do I have to fill out the Representative Form (IMM 5476)?
