Hi,
As per the eligibility taken from the cic.gc.ca website I found myself as eligible for the Canadian Experience class.
Here below my profile in short.
1. I am having more than 2 years of full time experience in Canada with in last three years.
2. My related code is 2171 - IT Consultant / Business Analyst
3. My IELTS score is R-6, W-6, S-6, L-7

In the 'come to Canada' tool I got I am eligible.

But once I submit and transmit the profile I got the replay that I am Ineligible.
Can anyone help me where is the shortfall or if there any other criterion?

Do I need to complete the Qualification assessment or got a job offer?
I left Canada on 8th Feb 2013 so a very little time left for me.

Please help.

If you left Canada in Feb 2013 (almost 2 years ago) you only have a maximum of just over 1 year of qualifying experience within last 3 years.

NOC 2171 is skill type A, which unded CEC requires you to have language skill level of 7 or higher. Yours isn't.

you left on 08th FEB 2013

So last 3 years from today will be
Jan 2016 to Jan 2015 - 1st year - you have NILL CEC experience
Jan 2015 to Jan 2014 - 2nd year - you have NILL CEC experience
Jan 2014 to Jan 2013 - 3rd year - you have one month experience

You calculated wrongly. anyways you can try in FSW.

There is no issue with your language score.

I did not get the point.
As per my understanding, after leaving Canada I can apply PR within 3 years of departure date.
I worked in Canada starting from Jun-2010 to Feb-2013.

Please let me know if I have misunderstood.

Also, what is FSW?

That's not correct. Only experience within 3 years before application counts. If you applied today only experience after Jan 13 2013 would count.
 
unfortunately, you have misunderstood. You could alternatively apply through the Federal Skilled Worker (FSW) class if you meet the requirements.

To qualify under the FSW class, you MUST have a educational credential assessment (ECA) completed (in addition to a valid language test) before you appy -

Can anyone tell me which designated organization is best to do the ECA.
I wish to apply NOC 2171 - IT Consultant / Business Analyst having a computer degree.
