It is not about "when" you should apply, but with what kind of proof you are submitting that shows that you are committed to residing in Canada and will not let your residency lapse. You can be jobless, but you need to show proof of how you intend to support your wife once she comes here as you are financially responsible for her for three years.

2. sud i file to withdraw my application if i am rejected at stage 1 by selecting the box in sponsorship form so that my application donot go to Visa office and only 75$ is deducted. is is best to opt for withdraw option in which case is processed at missiauga office
Yes. You have to select the option to withdraw the application if you are refused at stage 1 because if it goes to stage 2, your wife will be rejected since there is no sponsor.

3. when my wife also become PR but then our baby is born in india then baby is canadian or indian?if baby is indian then what is process of sposnorship of only new infant
I believe someone already answered this question for you. Your baby will not be Canadian unless it is born in Canada or you or your wife become a Canadian citizen. If your wife has a baby before her processing is complete, you can simply add the baby to the application. If the child is born in India after your wife lands, you have to sponsor your baby (if you have a baby after your wife lands, I strongly suggest she gives birth in Canada as the child would become a Canadian by birth). Your Indian-born baby would only be able to be present with you in Canada if you apply for a visitor visa for the baby.

4.can i show my EI income on my wifes Sponsorship application s my earning as i am jobless
You can show that you've received EI, but it is not enough to show that you are able to support your wife because EI is temporary. You can also show that you are looking for jobs, letters from family saying they will support you, etc.

5. can i sponsor PR to my parents without job. how much time it take to sponsor my parents who live in india? how much sud i earn in canada so that i become eligible to sponsor my parents
No. You need to have a steady income (I don't remember the amount) for three years before you can apply to sponsor your parents. Parent sponsorship re-opens in January 2014.

6.if we donot have birth certificate can we submit hospital certificate in our application
If you don't have a birth certificate for your wife, you can submit other identity documents like a matriculation certificate. This I can't help you much with. I suggest getting free English training (the government provides this service for free). There's something called Enhanced Language Training that is offered in various cities (not sure about which provinces, but Ontario for sure) where there is an unpaid work placement that you can get some Canadian experience, which will help you get jobs in the future.
