Indian PCC - Query on 'residing since' field

Hi,

I am filling form for Indian PCC and have a question on residing since field for Present address. My present address and permanent address are same. If my family moved to this address in 2002 and I was in different city/country for few years, what should I fill in residing since - 2002 or the time when I moved back and have been continuously living since?
