I don't think you will have a problem obtaining PCC from Indian Embassy. Fill out the miscellaneous services form and send it along with a cover letter stating that you need a PCC for Candian Immigration (along with required fee etc.). If your passport was issued by the same embassy where you are applying for PCC then it would be much easier, but if it was issued at a different embassy/passport office then they may need to verify you particulars from the issuing office. Do not cross your 120 day limit to submit full application even if it's without PCCs. If you get it in time then fine otherwise just sumbit your application and the PCCs can be submitted later. You can write a letter to CHC and explain your reasons for not submitting PCCs with the full application.
