No you cannot apply for SC and OCI at the same time.
SC and Entry Visa yes you can apply at the same time.

When I called and asked, they said it CANNOT be done. SC is mandatory for OCI applications.

Hi all, I tried to submit SC and Entry Visa applications at the same time at Toronto Scarborough a couple weeks ago and it wasn't accepted. Things are moving though.

Oct 28th - Submitted in Person
Oct 30th - In process at consulate
Nov 7th - SC granted
Nov 8th - SC printed

Aviating dispatch before I have to start the process again for visa and OCI

Do update how it goes, BLS has rejected a lot of things for technically non-mandatory sections of the applications. Goes for SC/Visa/OCI.

BLS Ottawa accepted the application without a Canadian passport ( Or any kind of receipt that passport is under processing ).

See point. 3 I submitted without passport, called BLS to verify if I can do this. They said Yes. Wrote a letter to BLS stating Passport is in process and to save time I am submitting SC application with Citizenship Certificate and COPR. They accepted the application and its in process now.

@iWish2 BLS Ottawa allows surrender certificate applications without a Canadian passport.
He/she did, and his application is successfully finished.
I did today, and my application was accepted.

You can submit on their behalf. Ensure to carry every document needed and signatures on all documents
