That's absolutely correct. The same case was with me. 10 years for primary or work permit holders and 2 years for dependant. That's the only rule.
VFS is no longer partner with Indian consulate. All the request are either handle directly by CGI Toronto or BLS India at Brampton which has office in the same complex next to VFS. You can go to there website also and and check the status with the tracking number they will give you once you apply. Website:

for processing it takes 3 - 4 weeks. Also make sure that you give them separate self address envelope to return your passports. Although they are OK to use same envelope both for primary and dependent but sometime they just send primary passport and then you have to go and pick up the dependent passport.
