Indian living in UK, which form to fill.

I have a question.
I am Indian living in UK and confused which form to be filled
IMM 3904E (For people living in India) or IMM 3901E (For people living in Western Europe)

You should fill out the form based on your current country of residence. However they will send it to the VO they want anyways.
