Indian consulate won't issue Police Certificate

I'm an American who lived in India a few years ago. I got in touch with the Indian consulate in the US to ask about getting a police clearance certificate; they responded that they don't offer that service to non-Indians outside of India.

I've read elsewhere that, if a country won't issue you a police certificate, you need to get a written statement from the country officials that explains their position.

Is there a template for this written statement? Has anyone submitted a statement like this successfully? I'd like to send the Indian consulate text that they could copy/paste onto formal letterhead in order to make sure they include everything the CIC is looking for.

My husband was in this situation. He worked in Kuwait in the 80's as an expat and they refused to provide a PCC because all of the records for Kuwait City were destroyed during the war and they had no record of him. There was no template / formal text we used to prove this to CIC. We literallly just provided CIC with the email responses we received from the various places we contacted for help (I think we tried the Canadian and American consulates there and their embassies in Canada and the US). I think we received two responses which were very brief (i.e. "can't be done", "can't help you") and two didn't respond at all (we included the emails we sent for help and said that no one responded). We also included a print out from a US government web site (I think?) that said it was not possible to obtain a PCC for Kuwait for the period my husband was there. On top of that, my husband included a letter outlining everything we had done / everyone we had contacted to try to obtain the PCC, declared that he had a clean record while living in Kuwait and asked CIC to accept this letter in lieu of the PCC. Maybe it was overkill - but it worked.

Thats surprising, there are many Indians with US passport who need this

Thanks for your help. I just realized that the email I got saying that they wouldn't issue me a police clearance was actually from the American Consulate in Mumbai. (I blanked and thought it was a response from the Indian consulate in DC).

I now see that there's a process for me to apply through the "Miscellaneous Services" offered by the Indian consulate in DC or New York. I'll try that.
