Indian Consulate PCC for OCI holders

I've been an EU citizen for about 8 years now and a resident here since 2003. I believe I need a PCC from an Indian consulate because I'd lived in India after the age of 18. Now, I've been traveling to India with my OCI card since I became a citizen here, but, not for more than 180 days altogether. I think that the Indian consulate only issues PCC upto the time one was an Indian citizen? Is that correct?, or, will they be able to provide a PCC covering my last trip to India made earlier this year as well ?Also, should the PCC be granted on my current passport number or my OCI card number ?

Anyone gone through a similar situation ?

/D

Foreign passport holders who previously held Indian passport need to submit any of the following:

Self-attested photocopy page containing valid Indian visa on their passports.

OR
Self-attested photocopy of the OCI or PIO Card (if the applicant holds OCI or PIO Card).

OR
Self-attested photocopy of Indian Passport Surrender Certificate (foreign passport holders who previously held an Indian passport are required to surrender their last held Indian passport at the nearest Indian Mission/Post and obtain Indian Passport Surrender Certificate).

Thanks. Any idea of whether they include periods which are covered by the PCC?, or does it differ from consulate to consulate ?

I got my PCC from VFS and it was a paper without my photograph stating there is no adverse record why I should not immigrate to Canada. It has the date of issue and nothing else.

I got my PCC from the consulate. Apart from mentioning my current nationality, passport number and OCI number, they've also included details of my surrendered Indian passports. Furthermore, they've stamped my current passport. Wondering if this is good enough.

I have the same. I think that is the standard for Indian PCCs issued abroad.

I'm in the same situation as the original poster(devse), however, i'm in the US.

The local consulate issued me a PCC, but they mentioned 'from' and 'to' dates(the 'to' date being the month i surrendered my passport). I have traveled to India using OCI (which is obviously after the 'to' date), but the days spent in India total only 70, so they said they cannot include the time i was not a citizen (and they would not give me a letter stating that either).

So I'm not sure what to do about it, and if it will be enough for CIC. Any suggestions?

That seems to be a different situation to the consulate(citizen vs non citizen). That's what they told me anyway.

Initially they said its not possible for me to get a PCC because i haven't resided(180 or more at a time) in India as an adult.

The US Dept of State Visa reciprocity website says that if you are not a citizen, PCC is not availible outside India.
https://travel.state.gov/content/visas/en/fees/reciprocity-by-country/IN.html

So i'm not sure about what more I can do at this point.

Yeh, there is not much information around for OCI holders. I'm going to submit mine as received, there is an issue date on the PCC and that is after my last visit to India on OCI. I'm interpreting the CIC requirement as fulfilled, since the issue date is after my last trip to India.

Where did you get your PCC from ? I got my from Chicago and had to spend 2 hours arguing with them (pointing out that I am a ex-citizen) to get a PCC. The to and from period they have mentioned is my Indian passport validity which does not cover the period I was in India. They pointed me to their website which states that they only give PCC to Indian citizens.

So now the only option is to write a letter of explanation.

I also lodged a complaint on the CIC website on March 7th. Hopefully someone looks at it so Visa processing officers are at least made aware that non-citizen (even ex-Indians) cannot get a PCC from Chicago. And of course other consulates will not process your request because you reside in Chicago jurisdiction.

Houston was the closest to me. They told me they cannot provide a PCC considering I haven't stayed in India for more than 180 days at a time as an adult. After pleading with them, and showing them the CIC cumulative requirements they agreed to give one up to the month I surrender my passport. I asked them if they can give me some proof in the form of a letter, stating that I requested a PCC and why they cannot provide it (they refused).

It seems like Indian PCC is different as they require dates(which I provided) and some kind of registered address where you stayed during those dates. My guess is, theres no "federal" system, and they have to check with local authorities, maybe?

But like you, the 'from' and 'to' dates do not cover all my visits, so i'm going to write that in the LOE and link to the US Department of State Reciprocity site(see above) as some proof as to why the Indian consulate cannot/does not provide PCC. I just hope that will be enough for CIC.

I came across this thread today, which seems to highlight a similar issue (albeit from a different country and the individual was a citizen):

http://www.canadavisa.com/canada-immigration-discussion-board/threads/refusal-police-certifcate-need-help.495324/

@canada_eagle @devse Any update from you regarding this issue?

Cheers
My AOR was on 29 Mar. There has been no movement on my application, so do not know if things are fine or not. In that other thread the person did not put in a LOE so I am hopefull.
