I just saw on an Immigration Law Firm's website that Express Entry Fee are going up by $550 to $850 from April 30, 2020 at 0900 am. Is it true?

Yes, this is true. I follow a regulated Canadian immigration consultant on LinkedIn and he has posted the same update.

Immigration, Refugees and Citizenship Canada (IRCC) will be increasing some Government fees, effective April 30, 2020 and every two (2) years, thereafter, in accordance with the cumulative percentage increase to the Consumer Price Index for Canada, published by Statistics Canada, for the two (2) previous years, rounded to the nearest five (5) dollars.

Does that apply to the applications started before April 30, 2020 but completed afterwards too?

Regulations regarding changes in PR application fees have been registered on March 16, and will take effect on Apr 30, 2020.

A lot of immigration programs are affected. For example, FSW applications that are submitted:
- Before Apr 30, 2020: $1040 ($550 processing fee + $490 RPRF fee)
- From Apr 30, 2020: $1325 ($825+$500) (increased by 27%)
- From Apr 30, 2022 (projected): $1380 ($860+ $520) (increased by 4%)
- From Apr 30, 2024 (projected): $1435 ($895 + $540) (increased by 4%)

(From Apr 30, 2022, fees will increase every two years corresponding to Canadian inflation rate, which is approximately over 2%/year => 4%/2 years).

So to save yourself from the 27% increase from Apr 30, 2020, speed up your application and submit it before that day.
