Incomplete application - Need information

My application was returned as incomplete in 2015 just before rules changed and we are eligible at this month end with the current rules.

In this context, I have a question.

In the application form CIT 0002, what do I choose for Question # 2 (I have applied for Canadian citizenship before) "Yes or No. and When?"

1, The answer wo uld be no, since the application was returned as incomplete and wasn't processed.
