please which previous salary in UAE did you declare for CCB purpose the basic salary or basic salary with allowances (housing alllowance+transportation allowance..).

If you did soft landing and only stayed for a few weeks, and don't owe taxes on Canadian income, then don't bother filing a return. No body will come after you, especially since you're a fresh PR. When you move to Canada, you must file taxes though.
