If you were removed from Canada, then you need to apply for an ARC.

The processing fee is $400. You will be asked to pay additional fees to repay the costs of the flight that was used to remove you.

These charges occurred in 2013, 10 ago years, a pardon granted. No ARC needed? MORE THAN 5 years past(2016). Normal port of entry. Please advise.

I'm confused. Your first post says you were removed from Canada.

Were you removed from Canada? If you were removed / deported, then you need an ARC. It doesn't matter how long ago you were removed.

If you are inadmissible due to criminality, then you would need to apply for rehabilitation.

You are confusing the ARC with rehabilitation.

Please clarify your immigration history in Canada.
