IN US on L1B, stayed in USA for 3 years - Canada PR

Hi,
I'm working in USA from past 3 years. I am from India and my current Visa is valid till May 2015.
I am working as SAP Consultant

My question is that
1. can I apply for Canadian PR from USA?
2. how long it takes to get decision?
3. If anyone already applied from US, can you suggest good immigration service / lawyer?

1. can I apply for Canadian PR from USA? Yes you can. Probably your NOC will be 2171 based on your designation, but check duties of NOC 2171 on CIC website whether it matches with duties your perform on daily basis or not. If not then check with which NOC your duties matches and see if that NOC is in 50 categories or not.
2. how long it takes to get decision?Depends on which VO you select. For you it can be either CPC-Ottawa(as you are in States) or VO for your home country (say from India it will be NDVO), CPC-Ottawa is way faster compared to any other VO.

Will the VO be CPC-Ottawa Or New York. New York has also canada visa office.
Though, I am not quit sure whether it process FSW application.

Please advice? Also, in case we have select CPC-Ottawa as VO and they invite/ask us for interview.
In that case, will we have to go to canada?
