Someone just said while we wait for a visa approval one can start studying. And for those who have applied before 15th September 2020
Those who applied before Sept 15, 2020 ( without complete application like biometric) their application will be processed based on two stage. Stage 1st is eligibility stage where they will check if you have been admitted to DLI institute, your course match, financially capable to afford studying in Canada and your intent to return to your home country only if you passed that you will receive 1st stage approval or approval in principle. For final decision you have to submit your biometric and medical which can be submitted later. Only after you received 1st stage approval your course taken online from your home country will be counted on pgwp.
So if you have submitted before Sept 15 but have not received 1st stage approval still some university or clg may allow you to take online class but it's up to you if you wanna take risk since it won't be counted on pgwp without 1st stage approval. For refund each clg might have different rule

It's there on IRCC study permit program delivery page.
Of course, students can only go to Canada if they finally receive a full approval. It's risky in the sense that there's no guarantee they'll give the final approval. But then everything is risky nowadays.
I'm having a full approval before March 18th but I still can't go from India. Air India monopolizes travel from India and they're asking for travel support letter from University, which my University is not giving. So I'm forced to start from home in September.
It says "time spent studying online after submitting application will be counted", and not "after getting approval". That was before. Now they've made a change.

Exactly. That’s the catch. There are students who haven’t even received an AIP and if such students start without any confirmation then they are really keeping themselves in the dark I am one of them. So that’s why I am confused.

Nope as per the two stage process, the time studied only after receiving 1st stage approval will be counted on pgwp. If your application didn't passed 1st stage (which is main) since 2nd stage is only about biometric and medical then it won't be counted for pgwp which makes no sense just submission won't do anything 1st stage approval is must.
As per the information that has been posted on the IRCC website , it is said that we can start studying online. Why? Because we’ve submitted an application before 15th sep 2020. And we’ll be eligible for pgwp. If we don’t have an AIP now. We might get it later. Still , how true is this I have no clue
Yes you can start studying online many clg or university will let you study with out AIP since we have already paid our fee but that's risky. 1st stage approval is the main thing which we need to pass. I don't think there might be any rejection on 2nd stage it's only for biometric.

Uhuhuh bro time will be counted after you have submitted your application not after receiving 1st stage approval it's clearly mentioned in ircc website.
Does that makes sense to opt for online class without the approval of the most crucial stage for me it doesn't but it's up to your personal preference.

I think that means they will give an AIP as September is the biggest intake for students if not now then maybe later. Because if they reject the visa then students can really appeal and demand the fees back or whatever action is appropriate.
That's what I was thinking couple of days ago especially after the webinar where vo said that Sept applicant will get their decision within 6 weeks. 2weeks has already passed now hardly 4weekss are remaining still some Feb applicant have not received their decision its giving me anxiety and depression and I think DLI have sufficient students for fall this is so frustrating I don't want to defer my intake rather I would take online class if I could get AIP
