I applied visitors visa for my parents and I got an e-mail for passport submission In India, Hyderabad. Is it mandatory for candidates to go for in person ? Can my brother go and submit their passport ?

Your brother can submit your passport on your behalf at the CVAC/VFS Hyderabad.

He must carry an authorization letter from you + passport request letter + VFS consent form + VFS fees, etc

The authorization letter (signed by both your parents) would simply state that the person submitting their passports is doing so on their behalf. S/he must also carry some ID proof.
