In-laws_Visitor visa rejected

Hello all

We applied for visitor visa from India, for 4months to my mother-in-las and father-in-law, unfortunately 2nd time also rejected (last year rejected). I have sent my all the NOA s and WP. And they also provided the employment pension letter state that, every year have to renew the pesion. but i am not understanding, how they assign the applciation.
did visa officer see my canada income, did he desides on my income/ plz advise me .
i belive income cut off only for supervisa?.
