In 3 weeks my WP expires. 4th year is coming to an end. Altough my employer wants to put me on implied status to buy some more time. Will CIC figure out right away I'm not eligible to get renew of WP or at the time they will start processing my file?

If you applied for Restoration as worker, your app will be refused because of the LMIA refusal and you will be ordered to leave Canada. There is no choice on that; you cannot apply for Restoration again. If you don't leave on time, CBSA can and will deport you, which will seriously complicate a PR app.

No, you cannot apply for visitor status. You will have to leave Canada.
