Imprting car from USA, what happens at the border, Form 1

I have arrived in Toronto as a landed immigrant two months ago. My brother who lives in Rochester, NY wants to give me his car. It is 2006 Subaru Legacy made in USA, same as in Canada. I contacted Customs and got contradicting information and was wandering if anybody has answer to it. The insurance agent told me to register the car in my brother's and my name, because this way he can transfer the insurance and I will save few hundred dollars. DMV told me that they can register it with my Ontario and his New York license. But when I called border first time they told me that he can bring it and import it to Canada. But when I called again to get more info, another person told me that he will not be able to import the car because he is not Canadian. Border agent told me that they need to put Ontario license on Form 1. But I read somewhere that all we need is Canadian address. I was trying to find that form 1, but I cannot find it anywhere on internet. I was wandering if maybe someone knows where I can find that form 1. Or maybe has a copy of it, or could write me what information they put there. Or maybe someone has received a car from USA. Also, how long does it really take to receive Form 2 from them, my brother would be here only few days and I would like to drive him back home. They write that it is up 10 days, I was wandering how long it takes in real life. I would appreciate any information you have about how the process works, besides what they put on website. The Border agent also told me to use Broker, but I do not have much money and would prefer to save the Broker fees if possible. If anyone used broker could you write me what they actually would do for me. Would they just put the information on the Form, or do they actually take care of everything on the border so that we do even have to talk to customs agents. If someone brought the car from USA, could you basically describe me what is going on at the border, how is it done. I would appreciate any information.

I think you will have some issues with it being in both names. It will have to be sold / transfered into your name. Exported from the USA.(drop off the title 72 hours before export).
You will have to pay GST at the border and the vehicle import fee upon completion of form 1 and B15. When you register it with MTO you will have to pay the PST.

No need to find the Form 1, it is provided by customs and takes 5 minutes to fill out. It's a very simple process so no need for a broker.

Just one quick question...do you have to pay GST and PST when importing a car that you already own?

No, if it is included in your goods to follow, if not PST/GST or HST. also don't forget there are RIV fees and inspection fees.
