Based on what CIC wrote on http://www.cic.gc.ca/english/visit/index.asp, I think it's for all parents/grandparents. But of course it's better to wait until there is some more information, before jumping to conclusions.

This visa will be available to all parents and grandparents of all citizens and permanent residents. Release on Dec 1 2011 will shed more lights on the specific requirements (income, insurance, forms, etc)

but in the FAQ section it says, only citizens can apply ???

Faq has been updated to include Permanent Residents.

Also oon the vistor visa page it clearly says the Super Visa is for both Citizens and Permanent Residents

Did anybody's parents get Visa in October or in November? I am wondering if they put any hold on all applications in all offices for PGP until the new guideline published in December.
I also saw following bulletin and wondering what kind of information they will need from those whose application is in local visa office already.

My mother's file is in Singapore, medical is done in June, additional documents are sent almost 2 months ago but no response from them. Our MP's office contacted Ottawa and told me that they are reviewing additional documents and no bring forward date on the application. We should contact them in 2 months if we don't hear anything back from them until then.

Parents and grandparents of Canadian citizens or permanent residents who have been found admissible to Canada and meet some other conditions are eligible for the Super Visa.
Visa officers consider several factors before deciding if the person is admissible. This means they are a genuine visitor to Canada who will leave by choice at the end of their visit. Among the things that could be considered are:
• the person’s ties to the home country,
• the purpose of the visit,
• the person’s family and financial situation,
• the overall economic and political stability of the home country, and
• invitations from Canadian hosts.
In addition to being found admissible to Canada, the parent/grandparent must also:
• provide a written commitment of financial support from their child or grandchild in Canada who meets a minimum income threshold,
• prove that they have bought Canadian medical insurance for at least one year to cover the period of time that they will be in Canada, and
• complete an Immigration Medical Examination (IME).

Also it is open to permanent residents and citizens. How about conditional PR that they are thinking to introduce?
