You cannot generally mail a check. You can either pay online at http://www.cic.gc.ca/english/information/fees/index.asp or go to a bank (instructions on the same website).

We are both in Egypt and want to make the fee with the application the right way, we can't do it on-line by credit card and we can't make it in Canada. The website says you can make a Drafted Cheque or Money order, but if we do that, how do we send it? With the file or not???

Thank you for clarifying - Egypt's the key. There's a few exceptions (Iran's another one, for example). Your instructions are at http://www.canadainternational.gc.ca/egypt-egypte/visas/fees-frais.aspx?view=d.

I would print a copy of the instructions page and attach them to your application to avoid confusion while your application is processed (given that it's a country-specific exception)

"Permanent Residents Processing Fees Payment Instructions:

If you are paying using certified cheque:

If you are paying using certified cheque (only in Canadian dollars), the certified cheque should be made payable to the: Receiver General for Canada.
Print your name on the back of the certified cheque.
Your payment must accompany your application.
Certified cheques must be drawn on a Canadian bank.

If you are paying through direct deposit in Egyptian pounds:
Fees should be deposited at any CITIBANK branch into Account # 502030515. Please make a copy of the receipt for your records and present the original at the Visa Section of the Canadian Embassy in Cairo.

Other instructions:

A receipt will be issued for each payment received. Please keep the receipt as proof of payment.
Processing fees are non-refundable regardless of the outcome of the application."

The second thing you said was: If you are paying through direct deposit in Egyptian pounds:
Fees should be deposited at any CITIBANK branch into Account # 502030515. Please make a copy of the receipt for your records and present the original at the Visa Section of the Canadian Embassy in Cairo.

Why would we have to take the original receipt to Visa Section of the Canadian Embassy in Cairo when there would be a receipt with the file already?

I am not familiar with the specifics for Egypt beyond the website I posted and quoted above (what you saw is a quote from their website). Hopefully someone who has gone through Egypt can chime in.

That being said, if I had to do this, I would try calling the Embassy - http://www.canadainternational.gc.ca/egypt-egypte/contact-contactez.aspx?lang=eng&view=d .
If like others you can't get ahold of them, mail a copy of the receipt with your application to CPC-M and keep a couple copies for yourself. If you are in Cairo you can also try to go to the Embassy if they'll let you in.

Also, FWIW, if you have family or friends in Canada (or even elsewhere outside Egypt) perhaps one of them can pay for you online or at a bank in Canada.
