Important query regarding student full time status for PGWP eligibility

Hi,
First to introduce myself, I am currently enrolled at a 4-year central Canadian university. I pretty much have been in the school for about 9 month as I began my study here in 2017 winter semester and staying here thereafter.

I am admitted to a science program here and still enrolled in the same program,
but for personal academic reasons, I intend to move to a different program in 2019 around February.

And since I am not in a department or program that provides a desired degree at the present
I did not stay as full time student for semesters I have taken so far.

Those are:
One academic semester which is winter 2017
and,
an optional summer semester.

I took 3 courses (9 credit) during the winter then VWed (Voluntary withdrawal) from all three courses,
then took 1 course in the summer.

From the CIC website regarding PGWP eligibility it specifies:
"Students have continuously studied full-time in Canada in a study program at least eight months long"

About this condition, I am a bit confused whether I already violated the condition for vwing the winter term and not remaining full time status or
this condition applies when I move to the intended program next year and starts taking courses towards completing that program.

My plan is that I switch out of the current program and move to another program from which I will earn a 4-years degree, then apply for a PGWP.

Does anyone know what situation I am in, whether I violated the rules,
if I did, if there is solution to this issue for PGWP eligibility?

I will thank so much for any advice, suggestions or information provided.

Yes you have violated the rules og PGWP.
If you are starting a whole new program at this other school then I think it wouldnt matter, if you are transferring then possibly it will matter, since this gap will probably show in your transcripts.

Hi, does this mean to apply for a PGWP I would have to transfer to a new school and start a new program there
or stay in the same institution drop the current program and start a new program?
