I have clear ielts with L=8,R=6, W=6, S=6 and have WES report as well. i am not eligible according to come to canada tool. is it necessary to have a job offer to get eligible?

I'm not a senior but I'm assuming this is for EE. Sometimes the Come To Canada tool does not work properly as I knew that I was eligible but it told me otherwise. After registering for EE, I was told that I met the criteria. Again I do not know the minimum score required for IELTS. If you have met it, then my suggestion will be to register in EE directly and see the outcome. You do not need a job offer.
