according to new list code 4131 professor /college instructor is out ?

will this effect with new applicants...........I hope so..... will it affect us also who have sent the docs in April

It affects new applicant but not to you as you have already sent the app in Apr

Most likely they will reject it and send it back. Either that or they will close new applications when the quota is reached. The new rules were just put in place yesterday and no one has applied yet it is too soon to tell what they do exactly. I highly doubt that they will keep your application fee if they are not going to process your application.

The only thing that can be assured is that if you are #1001, your application isn't considered anymore.

The way I read the Ministerial Instructions are a bit more nuanced than that for the 1,001st applicant in an NOC code: as long as the application is received on the same day that the 1,000th application is received in the CIO then it will still be considered. Same thing for the 20,001st applicant overall relative to the 20,000th application.
