I think CIC is flexible to a point, so I'd provide every and all evidence you can muster...plus a lengthy explanation detailing your situation. They deal with thousands of applications, so I'm sure they've seen it all before...or just call and ask for guidance.

They will accept applicants without a birth certificate if the applicant is from a country where they didn't have birth certificates when the applicant was born, or where only babies born in a hospital were likely to get one. The visa officers in those countries will be used to such situations. However, they may ask you for one later (you said it is hard to get a new one, not impossible), or if you have one that is not dated from the time of your birth, may question it. Just explain why you don't have one and provide all other proof of your age you can.

I think this is one of those issues where they tend to be quite rigid on. You should make EVERY attempt no matter how difficult to obtain an official birth certificate. This could delay your application MANY MONTHS if you don't provide it, or be grounds for rejection. The government needs to PROVE you are who you say you are. The foundation of almost all ID's, registrations, visas, etc etc is the birth certificate. If you were born in a hospital, clinic, etc etc there must be records of some kind. Some were born at home, without doctor presence etc, these are the hardest situations. I would suggest finding a senior doctor that is the closest to where that person was born, and try to get a signed statement confirming your birth and childhood at such a place. Signed statement from your parents also regarding date of birth and circumstances of birth.

It is possible, but it becomes one of those issues subject to more scrutiny. As previous response mentioned, a lot depends on the standards of birth and issuing of documents within that country. But I have known applicants that come from countries where birth certificates were not always available, and their applications were help up for additional 6 months to a year, as more attempts had to be made to verify why no birth certificate, or why name slightly different, or why birth date slightly different. In cases I have seen they onus fell on the applicant to PRODUCE an official birth certificate. So there is no guarantee your "other documents" will be sufficient. I would STRONGLY urge you to go through the effort to obtain an offical birth certificate. It will also make many other documents in your future in Canada easier to get.

My husband was born in Vietnam in their home and went to the US when he was almost 2 years old. I can't imagine how he would even come up w/ a birth certificate if he needed to. I'm sure they have come across many many cases like yours where the birth certifcate was not available to retrieve. I guess you have to give good reason why you aren't able to get it.

yes your husband has a solid reason for not having birth certificate but i dont. actually no one has birth certificate here in India, we dont need that for anything. we use 10th grade certificate for that. i have lot of other documents showing my date of birth. if cic still wants to see my birth certificate it means they really dont want me to enter canada :)

my application was returned to me because of non submission of birth certificate. I applied in Aug 2010 and got my file back without processing in Nov 2010. even my 10th certificate were clearly showing my date of birth. they didn't consider that certificate for date of birth. then again i applied in DEC 2010 with municipal corporation certificates and i got my file no in march 2011. because of small mistake of my consultant I lost three months of time in immigration process. my advice to you is go for date of birth certificate it may take 15 days to obtain them but still better to receive file without any processing. then you have to change your dd and your pcc because they don't want dd and pcc more than three months old. you have to submit fresh one with file again. its a waste of time and money.

ohh noooo...... they can not do that. they are not supposed to return your application back for a missing document, they should request that documents. you are sponsor or applicant?? in document checklist they clearly mentioned that if you are enable to provide birth certificate you can attach your school certificate showing your date of birth. i have sent my application before 75 days and i cant do anything. i cant send them any additional documents before we receive AOR. i tried to send some documents after submitting my application but they did not take a look and returned my envelope back to me with a letter stating " dont send anything until we request"
i dont know what can i do now, i think i should wait for any response from CIC.
i called CIC before few days and agent told me that they might have sent my application back but then he said maybe not im not sure.
i think its going to be very very loooooong process for me
if they returned my application, im not going to apply again.
i would like to sponsor my wife to India

From what I read in this forum, if a document is missing, they will return your application. However, after sending back everything to CIC; you will not have to wait for +70 days again, you will have priority.
