Today I received my RETURNED application from the CIO (Sydney, NS). The receiving employee's highlights on the document checklist indicate that PCCs are indeed necessary on 1st submission. IMO, this contradicts what is very clearly stated on IMM EG7000 (07-2010), pg 39, under 'Police certificates':
"Note: Do not submit your police certificates to the CIO. If your application is placed into processing, you will be required to submit the police certificates to the Canadian visa office indicated on your application."
I've sent an enquiry to the VO in Mexico City (the one that would process my case, if ever) looking for help. The Mexico VO document checklist does include PCC's, so my take on what happened is that maybe the receiving employee just went through the checklists, found a missing item, and dismissed the whole application.
Soooo, perhaps it may be wise to include everything your VO's checklist specifies, e.g., at least send certified copy of the PCC's, etc.
For now, I am a bit bummed out. But I hope to get back on track soon. Not giving up!
