HI ALL,

I just called CIC for BOWP. They said AOR is not same thing as a positive eligibility decision. To learn if i passed this elgibility, i need to call the intake office. So I am emailing them tolearn if i have passed the positive eligibility decision. I got my AOR this early march.
I will post how it goes.

Let me know if someone knows hot to get this eligibility

Unfortunately, tou can't always trust the call centre responses, especially with new programs.

I suggest you try again and read to them the part in the Operational Bulletin that says

I said that to the officer too. He was really sure that that eligibility decision is something different than the AOR. He suggested to contact CIO-Sydney to learn if i passed the eligibility.
I have a job offer letter. I will apply with that letter for BOWP if i dont hear from the Sydney intake office or the CPP-O within 2 weeks.
I think if they dont issue me a BOWP, they will issue me a closed work permit. What do you think jes_on?

Is there someone who got BOWP without any this kind eligibility decision beside AOR?

It is different, they are not the same. However, a positive eligibility decision (according to the operational bulletin) is only REQUIRED for the FSW class. It is one of two options for the CEC and PNP classes, and is not required at all for the FSTP class.

Oh - well, a job offer is not a requirement of the BOWP program and will not get you a BOWP. If you want a closed work permit, you probably need an LMO.

Right now, i am not sure whether to apply for POWP with the AOR or apply for closed WP with the letter.
Maybe I will write an explanation letter, if they dont find my AOR as a eligibility decision, could they issue me a closed work permit given that i hava a job offer.

Did someone had an experience of getting this BOWP? I also applied feb 28 and I'm still waiting. And I received my AOR on the 27th. I also have a job offer but I'm not using the letter to apply, as I would like to change jobs. My permit expires on beginning of may, I think I will get too close, in case the rule fails. I don't know what I should do now. I would like to know about people who had this experience

I guess you didnt check your positive eligibility with them beside the AOR before you applied.Since BOWP is very new, it is very confusing to apply.CIC call agents say we have to this postive eligibility made beside the AOR.
But from the Operation Bulletin published onDec 15, 2012, it seems like we dont to have to have passed this positive eligibility at the time of applying for BOWP or it even says recieving AOR will ne considered as the eligibility decision made.

Hopefully, you get your BOWP very soon.

Oh really, I called them too. they told me just the opposite that i couldnot.

Determining if a Positive Eligibility Decision has been made

For the purposes of determining if a positive eligibility assessment has been made, the processor will review if the Eligibility Assessment value is set to “Passed” in GCMS. If this decision has not been entered yet, for the purposes of this Operational Bulletin (OB), a “positive eligibility decision” will also be considered made when it is confirmed in GCMS that:

FSWP: the “Ministerial Instructions” status has been set to “Met” or a positive Final Determination of Eligibility letter/ e-mail has been sent.
PNP: the “Eligibility EC-QC/PNP” status has been set to “Passed” or the Acknowledgment of Receipt letter/e-mail has been sent by the Centralized Intake Office (CIO).
CEC: the “Eligibility CEC” decision has been set to “Passed” or the Acknowledgement of Receipt letter/e-mail has been sent from CIO.
FSTP: the Acknowledgement of Receipt letter/e-mail has been sent from CIO.

Congrats on your newly received AOR. Yes, I actually pointed out this statement from the Bulletin to the call agent on the phone. He was quite sure that AOR is not enough.
Thanks for sharing your experience. I will proceed with my BOWP application unless i hear from Ottawa by next Monday. i just wrote them an email about this positive eligibility for BOWP.

I will post here if i hear anything from them.

I also called the call centre and they told me I could apply. I was sure it was right. But now reading to those topics I start getting confused. I will let you guys now when I hear something back.

I understand how frustrating that must be. I've actually never received opposing information from the helpline, but I'm pretty sure if I called and asked to confirm this and the call agent was telling me it isn't the case, I'd probably err on the side of caution too. However, the bulletin announcement has more weight, and while it is good to verify this directly with CIO, I really believe some of these call agents are completely clueless, and have just scared you. Don't ever completely rely on their word. The document in writing is legal, and their advice on the phone isn't.
