I'm trying to import my brothers car, with U.S. plates which is with him in Canada right now, but the process has turned into a

paradox, with Covid_19 and border closures. Is it possible to import the car during the border closer or is it impossible?

You have to export a car from the USA before importing it to Canada, which probably means returning the vehicle there and contracting with a Customs broker to get the export paperwork.

Probably best to wait until the border opens again to do this yourself. Otherwise you could contract with a commercial shipper to return the car to the States and then officially export it from the Srates - which is a requirement. Then it could be shipped to Canada again. Likely an expensive proposition. And you’d have to pay all the fees to import it to Canada. The question remains, how much is the car worth to you to go through these hassles…

It is possible. There are some people who did that. Check this forum.
True, it is possible that people are occasionally able to circumvent the regulations due to sloppy Canada Customs people. But I wouldn’t bet on it. In fact, when I imported my car from the States I was was charged duty in error and had to apply for a refund (which I eventually received).
