import 2013 used cars

I would like to buy an used car in U.S soon and drive it to Canada as new immigration and get duty free for this car. When I went to a dealership, he told me I could not buy 2013 used cars because they are not allowed to import. However, I have not heard the similar information from others. Is there a rule for sure that 2013 used cars cannot be imported to Canada??

There is no "rule" but you must have owned the vehicle for a while, to import duty/taxes free. see: http://www.cbsa-asfc.gc.ca/publications/dm-md/d2/d2-2-1-eng.html#_a3 14(c)

Actually, here is the fact:

I was landing last week on Feb 7, 2014, but the officer didn't let me fill out the form because I did not bring any stuff. He told me to fill out the form next time when I move all stuff with my car cross the Canadian Border.

Next day I came back to U.S. because I am an international student in U.S. I will graduate in next two months.

I was preparing to buy an used car and drive it with all my stuff to Canada once I graduate and get my PR card.

I have decided which one I am gonna buy, but I hadn't paid yet before Feb 7, the date I was landing. I am gonna buy the car this week, but I suddenly realized that the purchase date will be later than the date I was landing.

Can I still import my car as duty free??

No. There is no "rule" but you must have owned the vehicle for a while, to import duty/taxes free.
