My advice is to send in a BOWP application immediately by paper. Send it by UPS so that it arrives in 24 hours and have a proof of delivery (that proof is essentially your 'implied status along with a copy of your application). I can tell you exactly what way to do it if you pm me. The immigration officer literally opens the envelope the day it arrives and looks at the cover sheet to see if the fee has been paid and to see if it looks like the application is real or fake. He then places it in a pile of applications to be processed by the date they arrive. Your note 'could' get it moved up. Probably not but could.

I would then continue working and head back for your vacation event back home. The BOWP and or PR could arrive while you are away... For the BOWP you will need to have someone checking your mail for it as it arrives by post. Even if it hasn't once you re-enter the country with your paperwork in hand the visa officer may or may not be lenient but you have a better chance with a BOWP application submitted and evidence of it.

If your incessant on returning home for whatever it is, then that's the best chance you have given you didn't apply for a BOWP earlier...

My EE PR took less than 3 monts: October 2015-January 2016

I've seen outland PRs done in 6-8 weeks but usually it's closer to 6 for inlands without a provincial nomination. But no-one knows how long it will take... so hope yes but in the meantime expect that it will take longer and plan accordingly IMO...

If you want to travel abroad that's probably the only way, but I don't recommend to do it under Implied Status (without BOWP), there is a chance to come back as visitor but it's up to Inmigration Officer at the port of entry.

However you should consider, for both your PR and BOWP applications, there's a chance to be refused, usually due to mistakes in the application forms/documents/fees/eligibility no passed, or even for CIC mistakes. If you submitted good applications chances are low but you never know.

Note BOWP requires EE eligibility passed and you don't know if will be passed when VO opens your application.


Said that, I always prefer to play safe, so if your travel could wait:
- if your WP expires in May, apply BOWP online 1 month and a few days before (could be a couple weeks before, but I'm not sure it's a requirement to send it at leads 1 month before expires, so better do it)
Applying online you will get longer processing time and longer Implied Status.
- Wait for your COPR (if everything is OK) arrive before your BOWP.
- Apply to withdraw your BOWP and get fees refused.


BOWP current processing times are a bit lower than a month ago: 136 days (online) and 97 days (paper)

Except your travel is due to very critical reasons I strongly recommend to don't jeopardize your status in Canada, we all know how hard is to get PR.
